Reasons for Exemption
Adoption of the proposed regulations would allow project proponents access to water sources formerly discharged into the ocean and other receiving waters as municipal wastewater for drinking water purposes. This would, in turn, reduce dependence on critically limited groundwater and surface water sources and allow these resources to be available for other uses, such as for protection and enhancement of natural resources and the environment. Regulatory procedures for the protection of the environment include individualized permitting for direct potable reuse projects, such as the issuance of waste discharge requirements and drinking water permits to particular systems involved in a proposed project.
