Reasons for Exemption
The City of San Diego determined that the project would qualify to be categorically exempt from CEQA pursuant to CEQA Guidelines section 15332 (In-fill Development Projects). The in-fill development project exemption has five criteria that must be met in order to use the exemption. The project would meet all five criteria: (1) the development is consistent with the applicable general plan designation and all applicable general plan policies as well as the applicable zoning designation and regulations; (2) the site occurs within city limits on a project site of no more than 5 acres and is substantially surrounded by urban uses; (3) the project site has been previously impacted by development and the site has no value as habitat for endangered, rare, or threatened species; (4) the project was review by qualified staff, and staff has determined that the project would not result in any significant effects related to air quality, noise, traffic or water quality; and (5) the site is located in an existing community and can be adequately serviced by all required utilities and public services. In addition, the exceptions in CEQA Guidelines section 15300.2 do not apply. The site is not included on any list compiled pursuant to Government Code Section 65962.5 for hazardous waste sites.
