Document Description
Humboldt County proposes to acquire two parcels located near the existing Clark Complex which together occupy approximately 0.33 acres and contain one single-story, single-family residence. Currently there are no occupants within the residential structure, which is in poor condition and would be demolished after the property acquisition with standard protective measures for hazardous materials (lead and asbestos). The proposed new structure for the public health laboratory would occupy approximately 7,000 to 10,000 square feet and have a building height of approximately 28 to 36 feet with municipal water and wastewater service. On-site parking for vehicles and bicycles would be provided.

Reasons for Exemption
Demolition of small structures and in-fill development projects are categorically exempt from CEQA. A historical evaluation determined that the residential building is not listed on Eureka’s Local Register of Historic Places, does not appear eligible for the California Register of Historic Resources, and is not considered a historic resource under CEQA (William Rich and Associates, August 2022). In January 2023, the City of Eureka Planning Commission found that the proposed project conforms with the City's General Plan (Resolution 2023-03). The County intends for the facility design to conform to the City's development standards. The property is situated within an urban area with all required utilities and public services and contains no habitat for sensitive species. The project would not result in any significant effects on traffic, noise, air quality, or water quality.
