Document Description
The City of Big Bear Lake, acting by and through its Department of Water and Power (“City”), desires to implement the Garstin Water Operations Facility Replacement Project (“Garstin Project”) to build a stronger and more resilient community through the construction of public water operation facilities and the promotion of energy efficiency. On February 26, 2024, the City adopted a Mitigated Negative Declaration (“MND”; SCH # 2024010440) and approved the Garstin Project and a Mitigation Monitoring and Reporting Program (“MMRP”).
In furtherance of the Garstin Project, the project proposes to demolish the existing Department of Water & Power (DWP) operations building and construct a new public water operations and administration building (12,950 sf) along with a new warehouse (10,000 sf), greenhouse (1,273 sf) and carport (6,892 sf) (“Project”).
On October 2, 2024, the City of Big Bear Lake adopted Resolution No. 2024-15, pursuant to the previously certified MND, to approve Conditional Use Permit No. 2024-091, based on certain findings, mitigation measures and Conditions of Approval, for the Project. The Project is part of the Garstin Project evaluated in the previously adopted MND. Pursuant to Public Resource Code section 21166 and State CEQA Guidelines section 15162, the City found that the Project will not result in any new or more severe impacts than were previously identified, and thus the Project will not require additional environmental review.
