Document Description
The California Department of Transportation, using state funding, is proposing to construct fencing under the Interstate 5 off ramp to SR 44 east bound. There is a constant accumulation of garbage and debris under the Hilltop undercrossing. Unsheltered people have taken an interest in this location, and in at least one occasion, an unsheltered person was throwing items at sidewalk pedestrians. Hazardous waste is created from the garbage and debris and risks the unsheltered people in the area along with maintenance crews in charge of maintaining the area. A fence would be installed to limit litter of the undercrossing making the sidewalk safer for pedestrians and maintenance workers.
