Document Description
The proposed project consists of granting a special use permit to the NorCal Interscholastic Cycling League for the Stoked on Stafford at the Stafford Lake Park, all reservable sites and approximately 650 parking spaces. The event would occur on May 4, 2024. Set-up and take down would take approximately four hours on May 2, nine hours on May 3, and two hours on May 4. Approximately 600 participants are anticipated which will be controlled by limited presale of tickets. The event would include amplified sound, and sale of food, drink, and merchandise.

The project consists issuing a special event permit at an existing facility for a public gathering. Stafford Lake Park was designed with reservable space for this type of event and there is a past history of this facility being used for this purpose. There is a reasonable expectation that this event would not represent a change in the operation of the facility and that the event would not result in cumulative impacts; significant impacts on the environment due to unusual circumstances; affect the significance of historical resources. The project is not located within an officially designated scenic highway or on a hazardous waste site pursuant to Government Code Section 65962.5.
