Document Description
The proposed project consists of the installation of up to 26 Electric Vehicle (EV) charging stations and associated Electric Vehicle Supply Equipment (EVSE) at the Fleet Services facility. Work includes the installation new equipment, including a switchboard pad, fuse cabinet, and conduit trench for new electrical service to be used for EV charger installation. The chargers will be used to charge City of Carlsbad medium-duty/heavy-duty fleet vehicles and will not be open to the public.

Reasons for Exemption
In accordance with the California Environmental Quality Act, the installation EV chargers at an existing parking lot is categorically exempt pursuant to CEQA Guidelines Section 15301, Class 1 (Existing Facilities) and Section 15303, Class 3 (New Construction or Conversion of Small Structures). Section 15301, Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. Section 15303, Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposal to install EV chargers at the existing Fleet Services facility meets the requirements of the exemption; therefore, no further CEQA review is required.
