Section 15302 (Replacement or Reconstruction) is applicable because the proposed project will replace structures, temporary restrooms, walkways, and irrigation equipment on the same site as the existing facilities and the improvements will have substantially the same purpose and capacity as the existing facilities. Section 15304 (Minor Alterations to Land) is applicable because the proposed project will involve minor earthwork to replace and construct structures, install permanent pathways, and replace irrigation equipment which does not involve removal of healthy, mature, scenic trees.
