Document Description
The project proposes the following:
An Amendment to the Floodplain Management Ordinance, a standalone component of the Zoning Code to:
1. Remove allowances for exemptions for levee maintenance projects consistent with federal standards;
2. Clarify requirements for utility equipment serving new or substantially improved structures; and,
3. Clarify minimum floodplain elevation requirements for basements to remain consistent with residential structure elevation requirements.
Sacramento County has been in good standing with the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program (NFIP) for the past 44 years. Participation in the NFIP requires the County to maintain a Floodplain Management Ordinance (FMO) which meets FEMA’s minimum national standards. Following a recent review of the County’s FMO, FEMA requires amendments to the Ordinance to be compliant with national standards. The proposed amendments would satisfy FEMA’s comments allowing the FMO to come back into compliance with national standards.

Reasons for Exemption
The proposed project consists of minor amendments to the County’s FMO to bring it into compliance with FEMA’s national standards and does not include any physical changes to the environment. It can be seen with certainty that there is no possibility that the activity in question may have a significant impact on the environment and is therefore exempt from the provisions of CEQA.
