Document Description
The Automated License Plate Reader (ALPR) Program would install automated license plate readers at parking facilities at 34 BART stations with parking in Alameda, Contra Costa, and San Mateo Counties. This includes both parking lots and parking structures. The ALPR service would read and record the license plate numbers of vehicles entering and exiting the parking area. The ALPR services are intended to support parking enforcement and law enforcement.

Reasons for Exemption
None of the exceptions listed in CEQA Guidelines Section 15300.2, which would prohibit the use of a categorical exemption, apply to the project. The Automated License Plate Reader (ALPR) units would be placed within developed surface parking lots or existing parking structures. The ALPR units are small and would not be a substantial new element in BART parking facilities. Installation of the ALPR units would only require minor extensions of power and communications infrastructure. No expansion of current parking space or current use is proposed.
