The easements are located within the 11.22-acre parcel located at 3280 Barnett Avenue and a small portion extending within Midway Drive public-right-of-way. The total area to be vacated is approximately 0.104-acre (4,533 square-feet). The City of San Diego determined that the project would qualify to be exempt pursuant to CEQA Guidelines Section 15061 (b)(3). CEQA applies only to projects which have the potential for causing a significant effect on the environment where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Since this activity would only be a paper action to remove the recorded sewer and storm drain easements that are redundant, the Common Sense Exemption would apply.
