Document Description
California Department of Corrections and Rehabilitation (CDCR) will replace the existing fire alarm system with a new system that complies with current building codes at Richard J. Donovan Correctional Facility (RJD). The purpose of this project is to correct fire suppression deficiencies at RJD. Project includes the design and construction to repair or replace the existing non-operational fire alarm system and/or components, to provide a fully operational fire alarm system as required by CDCR and Office of the State Fire Marshal. The fire suppression repair consists of repair of known deficiencies in the sprinkler heads, risers, valves, and switches. It also includes conducting the five-year NFPA 25 inspection, testing, and maintenance of the overhead fire suppression system and providing written reports of the findings. The results of that testing will determine other repairs not covered by the Work needed to bring the fire suppression system into compliance. All work shall be in compliance with CDCR Design and Construction Policy Guidelines, Building Codes, and State Fire Marshal (SFM) requirements.

Reasons for Exemption
This exemption allows for the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public structures, facilities, or mechanical equipment to meet current standards of public health and safety that involve negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. This project consists of upgrades and alterations to existing equipment and involves no expansion of use. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
