Reasons for Exemption
Caltrans is pursuing a contract with a third-party contractor to establish mitigation credits in the Great Valley Ecoregion. There will be no construction or impacts caused by Caltrans. All environmental clearances for the creation of the bank will be acquired by the mitigation banker. Caltrans determined this project to classify as a common sense exemption due to its limitations as the contract manager.
