Document Description
The project proposes horseback riding facility development and improvements that consist of construction of two single-story buildings, including an approximately 990-square-foot four-stall stable structure (Stables) to the northeast of the existing Jim’s Barn Reconstruction, and an approximately 536-square-foot administrative office to the north of the proposed Stables and west of the existing Roping Arena. The project includes an ADA-compliant parking space with a loading area and walkway, a new retaining wall, and removal of non-historic structures. Work includes re-grading and stabilization of a slope to the east of the new construction.

Reasons for Exemption
The design of the two single-story buildings and site improvements are based on historic documentation, and design elements follow historic precedent found at Will Rogers SHP, such as the design of overall shape and form, fenestration, wood and concrete materials, overhang, roof eaves, windows, and doors. Also, the new retaining wall design is informed by a study of extant retaining walls at Will Rogers SHP. No potential for significant impacts to the environment is anticipated in compliance with CEQA §15300.2. If the project is implemented as indicated within the CDPR Project Evaluation Form, including conditions provided by CDPR staff, it is exempt under the Departmental List of Exempt Activities established under the authority of CEQA §15300.4 as: • Activities affecting historic resources consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties. (Class 31, Section 15331)
