Document Description
Development Plan Permit (DP) to construct a 31,600-square-foot two-story, 42’ – 6” tall medical office building which is oriented to face the public streets with landscape buffering between it and the right-of-way. Vehicular access is provided by two access points from Hancock Avenue and Walsh Center Drive. These access points lead to the internal drive aisles with parking in the rear of the project site. The Project will include 158 parking spaces, including 21 Clean Air Vehicle spaces comprised of electric vehicle charging stations and vanpool spaces, as well as eight (8) long-term and eight (8) short-term bicycle spaces. Significant landscaping is located around the site’s perimeter, incorporated as diamonds and landscape islands through the parking fields and adjacent to the building with a decorative stamped and colored retaining wall along the northerly property line that will range from five (5) to twenty (20) feet in height. The parking areas will be separated from the city right-of-way by a landscape buffer which will incorporate a decorative solid masonry wall of no more than forty-two (42) inches tall to screen cars from view from the street as well as pedestrian amenities such as benches and trash receptacles which will be located along both Hancock Avenue and Walsh Center Drive. In total, the Project will provide approximately 23% landscaping throughout the entire project site as well as multiple WQMP basins and underground storm chambers, which will collect and manage onsite runoff as designed and will connect to all utilities - water, natural gas, electricity, sewer, and telecommunications - adjacent to the project site within Walsh Center Drive all located on a 2.66-acre parcel and is comprised of Assessor’s Parcel Numbers (APN): 910-250-008 (the “Project).

Reasons for Exemption
Section 15332 (a) through (e) is appropriate as the project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; the proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; the project site has no value as habitat for endangered, rare or threatened species; approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality, and all required utilities and public services can adequately serve the site. Furthermore, the exceptions listed in CEQA Section 15300.2 do not apply.
