Document Description
To remove an existing elevated walkway, deck and gangway leading from the second story of the residence to an existing floating dock. To relocate the existing boat dock approximately 20-feet upstream and install a new 20-foot by 10-foot concrete deadman with 70-foot-long gangway. To relocate an existing spiral staircase to the side of the existing residence. This is also a "name change" permit that includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board. This permit supplements and where in conflict supersedes the conditions in Permit No. 16971 that was issued on 4/20/1999 to Demetrius and Paula Barmettler to construct the dwelling, walkway, and ramp and Permit No.16971-A issued on 6/23/1999 to same applicants to construct the floating dock.

Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 2, Replacement and Reconstruction and Class 4, Minor Alterations to Land categorical exemptions (CEQA California Code of Regulations, Title 23, Sections 15302 and 15304), because the removal and replacement of the spiral staircase, deadman, and gangway and the relocation of the floating boat dock has the same purpose and a smaller capacity as the original features and will be located on the same project site. This private alteration will not result in the removal of healthy, mature, or scenic trees. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 23, Section 15300.2 apply. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
