Reasons for Exemption
The destruction of the existing Citizen 6 Well and the replacement of the GWTP-1 and GWTP-2 wells will not occupy a substantive area of the Groundwater Treatment Plant property. Under Class 3, exemption applies to the construction of a limited number of new, small facilities or structures. Since the project scope encompasses construction of small structures, the project is categorically exempted by Section 15303.
