Document Description
The proposed project consists of repairing a portion of the Adelanto-Toluca (ADL-TOL) Line 1 Transmission Line between transmission towers 45-5 and 50-2 due to the 2009 Station Fire. Maintenance and repair activities include replacing an approximate 4-mile span of damaged conductors, modifying three transmission towers by converting the suspension type arms to dead-end type arms, patching portions of the conductors with minor damage, replacing damaged insulators, and maintaining the transmission line access road (Forest Road 4N32) to enable access for the construction equipment and vehicles. LADWP will require several staging and work areas to place equipment to be used by crews as described below:
• 80’ x 100’ tensioner staging area located near Tower 45-5.
• 340’ x 180‘tensioner staging area located between tower 45-5 and 46-1
• 40’ x 100’ pull site located on the north side of Tower 47-4.
• 30’ x 100’ tensioner staging area located 125 feet northeast of Tower 47-6.
• 80’ x 100’ pull site located 400 feet southwest of Tower 49-1.
• 80’ x 80’ work site staging area at Tower 49-4.

Reasons for Exemption
In accordance with the California Environmental Quality Act (CEQA), this project is Categorically Exempt from CEQA review pursuant to section 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction). Section 15301, Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of the existing or former use. Section 15302, Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including the replacement or reconstruction of existing utility systems/facilities involving negligible or no expansion of capacity. The proposal for the Adelanto-Toluca Transmission Line 1 Reconductoring Project meets the requirements of these exemptions; therefore, no further CEQA review is required.
