Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (1600-2020-0022-R6), pursuant to Fish and Game Code section 1602, the project Applicant, Hazem Gabr, Southern California Edison. The Project will prevent thermal overloading on the Lugo-Victorville 500kV transmission line by tripping generation in the event of loss of the Eldorado-Lugo 500kV transmission line or both this line and the Lugo-Mohave 500kV transmission line. The Project includes two segments: Segment 1 (Gale to Pisgah), which extends for between SCE’s Gale Substation and SCE’s Pisgah Substation, and Segment 2 (Pisgah to Nipton), which continues from SCE’s Pisgah Substation to transmission tower M152-T2; located in Nevada. Segment 1 of the Project involves the installation of 29 miles of telecommunication all-dielectric self-supporting (ADSS) cable line within existing SCE ROW to ensure adequate communication facilities are available to support multiple projects. Segment 2 of the Project includes installation of a new telecommunication path consisting of optical ground wire (OPGW), Optical Fiber Non-Conducting Riser (OFNR) cable, and ADSS fiber optic cable. A maximum of 31.09 acres of resources subject to Fish and Game Code section 1602 are anticipated to be impacted from Project activities described above, including underground work, pulling/stringing/tensioning of wires, use of helicopter landing sites, installation/positioning of guard pole sites, access road repairs, and work performed in structure work areas.

The Project is located Southern California Edison’s (SCE’s) existing right-of-way (ROW) starting at SCE’s Gale Substation in San Bernardino County, California (1 mile east of Daggett), through SCE’s Pisgah Substation (Interstate 40 [I-40] near Ludlow, California), and ending near Nipton Road (Joshua Tree Highway) within Clark County, Nevada, at transmission tower M152-T2. The Project includes two segments: Segment 1 (Gale to Pisgah), which extends for approximately 29 miles between SCE’s Gale Substation and SCE’s Pisgah Substation, and Segment 2 (Pisgah to Nipton), which continues from SCE’s Pisgah Substation for 84 miles to transmission tower M152-T2; approximately 1.8 miles of Segment 2 is located in Nevada and is not covered in this Agreement.
