Reasons for Exemption
This project is determined to be exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15332, In-Fill Development Projects. This exemption applies to projects characterized as in-fill developments in which the project is consistent with the applicable general plan designation and all applicable general plan policies, as well as with the applicable zoning designation and regulations. The project is also located on a site less than five acres (3.14 acres). It is designated as ‘Urban’ habitat zone, and is not expected to have value as a habitat for endangered, rare, or threatened species, but will still comply with requirements from the SJCOG Habitat Conservation and is subject to a habitat survey prior to building permit issuance. This project will also comply with all requirements from the San Joaquin Valley Air Pollution Control District prior to building permit issuance, and this site can be adequately served by all utilities and public services. This project also underwent a traffic analysis and found that this project will have a less-than-significant impact on traffic. Therefore, no further Environmental Review is required.
