The project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations § 15303 as a Class 3 categorical exemption (New Construction or Conversion of Small Structures) since the proposed project involves the conversion of an existing 1,233 square-foot restaurant space to a wine and flower retail store (change of use) and obtaining a State of Alcoholic Beverage Control Type 20 (Off-Sale Beer and Wine) License.
