Description of nature and purpose of the Project: The project proposes the vacation of a public utility easement which contains an abandoned sewer lateral located on private property and within public right-of way in the alley west of Pershing Avenue and north of Upas Street. The project site is located at 2628 Upas Street. The land use designation is Residential and zoned RS-1-7 within the North Park Community Plan. Additionally, the project site is located within the Airport Land Use Compatibility Overlay Zone (San Diego International Airport), the Airport Influence Area (San Diego International Airport, Review Area 2), the Federal Aviation Administration Part 77 Noticing Area (San Diego International Airport), the Very High Fire Hazard Severity Zone, the Residential Tandem Parking Overlay Zone, and the Transit Priority Area. Council District 3. (LEGAL DESCRIPTION: The Western 45 feet of Lot 36, excepting therefrom the north 7 feet, in block 71 of Park Villas Addition, in the City of San Diego, County of San Diego, State of California, according to Licensed Survey Map thereof No. 172, filed June 25, 1913.)
