Reasons for Exemption
The construction and installation of a canopy PV solar system on a portion of an existing parking lot is to provide electricity. The canopies, solar arrays, inverters, AC combiner, utility line and trenching and security fencing, are minor structures or minor alterations to land that are appurtenant to the existing institutional uses. There are no sensitive resources in the project area. Therefore, they are exempt from the provisions of CEQA under section 15303 - Class 3, New construction of small structures; Section 15304 - Class 4, minor alterations to land; and Section 15311 - Class 11 accessory structures.
