Document Description
The project includes the undergrounding of public utilities where the surface will be restored to the existing condition. Additionally, there are five locations in the City Right of Way, adjacent to the private properties at 639, 717 and 1105 Stratford Court and two located off Stratford Court at the property addressed 215 9th Street where minor grading and retaining walls (between 2.2 and 4.8 feet in height) are required in order to provide the required clearance from the slope behind for access to undergrounded utility facilities.

Reasons for Exemption
Pursuant to the California Environmental Quality Act (CEQA), the proposed project has been analyzed and determined to be Categorically Exempt pursuant to CEQA Guidelines Section 15302(d) (Class 2) in that the project includes the conversion of overhead electric utility distribution systems to underground and includes restoring the surface to the existing condition; and CEQA Guidelines Section 15304 (Class 4) in that any grading required to provide access to utilities will be done on land that has a slope less than ten percent, and therefore constitutes a minor alteration in the condition of the land and the project. The proposed project has been designed based on recommendations in an Arborist’s Report titled “City of Del Mar Assessment of Torrey Pines” prepared by West Coast Arborists dated June 3, 2021 to avoid impacts and/or the removal of healthy, mature, scenic trees as a result of the proposed activities (report is on-file with the City of Del Mar, 1050 Camino del Mar, Del Mar, CA 92014). It has been further been determined that none of the six exceptions to the use of a categorical exemption would apply to this project (CEQA Guidelines Section 15300.2) and the project has been designed to avoid sensitive environmental resources.
