Document Description
On July 17, 2023, the Los Angeles Community College District approved the Project, which entails the installation of perimeter fencing at Los Angeles Harbor College. The Project will improve the campus enclosure system with new sections of perimeter fencing and gates, wire-welded fencing along the southern portion of the campus, ornamental fencing along L Street and Figueroa Place, and new pedestrian and vehicular access-controlled gates. As part of the Project, existing gates, sections of fencing, and associated footing will be demolished and/or replaced. The Project also includes Path of Travel and parking lot upgrades at Los Angeles Harbor College. These upgrades include demolition and/or replacement of existing traffic barriers, steel guardrails, concrete curbs, walkways, truncated domes, concrete parking stall wheel stops, and landscape. The upgrades further include the removal, replacement, and installation of required Accessible Parking signage; installation of steel bollards and associated footings; and construction of retaining wall and decorative brick pilasters.

Reasons for Exemption
The Project is exempt from CEQA under State CEQA Guidelines section 15301 (the Class 1 exemption), which applies to the minor alteration of facilities, where the alteration involves negligible or no expansion of existing or former use. The proposed Project falls squarely within the Class 1 exemption, because it entails minor alteration to the Los Angeles Harbor College educational facility, and it involves no expansion of the facility’s existing or former use. The Project is additionally exempt from CEQA under State CEQA Guidelines section 15302 (the Class 2 exemption), which applies to replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The Project falls within the Class 2 exemption, because it will replace and/or reconstruct fencing and various improvements relating to the Path of Travel and parking lot upgrades, as set forth in the project description above. The replacement fencing and improvements will have substantially the same purpose and capacity as the improvements to be replaced, and they will be located on the same site as the improvements to be replaced. The Project is further exempt from CEQA under State CEQA Guidelines section 15303 (the Class 3 exemption), which specifically applies to accessory structures such as fencing. The Project is also exempt from CEQA under State CEQA Guidelines section 15311 (the Class 11 exemption), which applies to the construction or placement of minor structures accessory to existing institutional facilities. The Project falls within the Class 11 exemption because it entails the construction and installation of minor improvements accessory to the existing Los Angeles Harbor College educational facility. No exception to any of the aforementioned categorical exemptions apply. There are no unusual circumstances associated with the Project. The Project will not have a significant effect on the environment. The project will not impact an environmental resource of hazardous or critical concern. The project is not located on a hazardous waste site. The project will not cause a substantial adverse change in the significance of a historical resource. For all of the foregoing reasons, the Project is categorically exempt from CEQA.
