Document Description
Together, the Cogeneration Plant Equipment Replacement, Infrastructure Upgrades, and Regulatory Compliance and Unforeseen Conditions projects (collectively, the Project) involve the replacement, upgrade, and modernization of equipment and related infrastructure within and associated with the UCLA Cogeneration Plant located on campus. The Project includes replacement of the gas turbine generators and parts for the existing heat recovery steam generators, a Continuous Emissions Monitoring System (CEMS) to monitor emissions output in compliance with SCAQMD requirements, two purge air systems, equipment upgrades at the Cogeneration Plant’s LADWP substation, and de-rating of the new turbine generators to meet SCAQMD requirements.

Reasons for Exemption
The Project is exempt under Class 1, §15301, because it consists of alterations to an existing utility facility with negligible or no expansion of use; under Class 2, §15302, because the Project involves the replacement of dated gas turbines and equipment with more efficient equipment on the same site, with the same purpose, and a negligible increase in capacity (the Project would result in an increase in output capacity of less than 2 percent); and under Class 29, §15329, because the Project consists of the installation of cogeneration equipment that would not exceed a capacity of 50 megawatts (the proposed equipment, including required de-rating, would allow the Plant to generate 43.8 megawatts of power), would result in a negligible net increase in air emissions (New Source Review is not required), comply with all applicable air quality laws, result in no noticeable increase in noise at nearby residential structures (the Plant is fully enclosed and located over 200 feet from the nearest residence), and would be contiguous to other institutional structures (the Plant is located on the campus edge, surrounded by a parking structure, various academic and medical buildings, and campus roadways).
