Document Description
To install a 4-inch diameter water line within a 30-inch diameter steel casing which will be installed a minimum of 15 feet underneath the Kern River via the bore-and-jack installation method. The water line and appurtenances will be connected below grade to an existing water meter on the south and an existing water system on the north. A temporary jacking pit, receiving pit, and sump will be constructed to facilitate the installation. All temporary facilities will be removed upon completion of the installation.

The Board has determined the project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (CEQA CCR, Title 14, Section 15301) because the proposed activity consists of the replacement of an existing utility system involving negligible or no expansion in capacity. The project is also exempt under the Class 4, Minor Alterations to Land categorical exemption (CEQA CCR, Title 14, Section 15302) because the proposed activity consists of the alterations in the condition of the land, water, and/or vegetation which does not involve removal of healthy, mature, or scenic trees. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
