Document Description
To abandon approximately 1,175 feet of pipeline from just north of the American River right (north) levee to the south at Northgate Blvd and approximately 160 feet of pipeline from the top of the American River left (south) levee southwest to outside the toe of the levee, by filling the pipe with cell-crete. The project also includes purging and retiring in place the segment of pipe on the SR-160 bridge and removing two valves near the eastern abutment of the SR-160 bridge.

Reasons for Exemption
The Board has determined that the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations Title 14, Section 15301) because the activity consists of filling an existing pipeline the removal of existing valves. No expansion of existing or former use will occur. The project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA CCR Title 14, Section 15304) because the activity consists of minor excavation and backfilling where the surface is restored. Further, none of the exceptions to the exemption in CEQA CCR Title 14, Section 15300.2 apply. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
