Document Description
The San Diego Water Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2024-0085) to the Project Applicant to implement the Tijuana River Valley Invasive Species Removal and Restoration Habitat Restoration Plan (HRP), dated January 2024, to remove many of the invasive non-native plant species that occur within the Park and revegetate with native species. Under the HRP, restoration activities conducted within waters of the State will cause temporary impacts to approximately 174.5 acres of invasive, non-native, and disturbed wetland waters of the State and riparian habitats through the implementation of habitat restoration activities. Activities may include mechanized and non-mechanized removal and trimming of invasive and non-native vegetation and select trimming of native vegetation to provide access to targeted treatment locations of non-native species. Minor grading in discreet areas may occur to restore natural contours and flow patterns following removal of non-native vegetation. Herbicides, hand removal, mechanical mowing and discing, mechanical clearing, and solarization may be implemented for biomass removal and invasive/non-native plant treatments. General protection measures will be implemented during project construction activities to avoid and minimize potential short term, long term, and cumulative adverse effects. The HRP includes implementation of site maintenance activities, a 3-year monitoring program with success criteria and adaptive management, and reporting for the revegetation or restoration sites.

The Project is located in the Tijuana River Valley, San Diego County. The Project area is primarily bound to the north by Sunset Avenue, to the south by the U.S.-Mexico International Border, to the west by Border Field State Park and the Tijuana River National Estuarine Research Reserve (TRNERR), and to the east by Dairy Mart Road and the residential community of San Ysidro. The part of the Dairy Mart Ponds that extends further east between the Interstate 5 corridor and Camino de la Plaza is also included.
