Document Description
SPR No. 2023-036 proposes the establishment of an automobile repair facility off-site parking lot to be used for outdoor storage of automobiles in compliance with the recently adopted Ordinance No. 937. The proposed Project includes a completely enclosed nine (9)- space, 5,620 square-foot, concrete-paved area with all entries/exits treated with colored, stamped concrete, a solid decorative masonry wall along the perimeter not to exceed six (6) feet in height, a maximum six (6)-foot-high solid gate, and approximately 300 square feet of drought tolerant landscaping.

In accordance with the California Environmental Quality Act (CEQA) Guidelines, staff recommends the Project be found categorically exempt pursuant to Section 15332, Class 32: in-fill development of less than five (5) acres surrounded by urban uses. The proposed Project implementation would occur within the City limits on the Subject Site that is 5,760 square feet in size. The Subject Site is substantially surrounded by urban uses since a residence and industrial businesses are located adjoining and adjacent to the Subject Site which has no value as habitat for endangered, rare, or threatened species, and contains no natural habitat. The Subject Site has been vacant for over fifteen years in various states of disrepair with no vegetation nor landscaping of any kind, surrounded by chain link fencing, and a concrete driveway from a previously demolished structure remains.
