Reasons for Exemption
The 415 and 500 canals are existing facilities located in Kern County that were damaged as a result of the late February 2023 floods. The Governor of California, pursuant to the California Emergency Services Act, issued a Proclamation of a State of Emergency on March 1 , 2023 for counties including, but not limited to, Kern County, that were impacted by the late February 2023 floods.
