The project is exempt under section 15061 (b)(3) the commonsense CEQA applies only to projects which have potential for causing a significant effect on the environment; where it can be seen with certainty that three is no possibility that the activity in question may have a significant effect on the environment. Along with California State CEQA guidelines section 15301Existing Facilities (e)(1) the addition of a butter room and cold storage will result in less than 50% of the floor area of the structures before the addition.
