Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-40589-R1C, pursuant to Section 1602 of the Fish and Game Code to Thomas McKewan. This Agreement relies on the Notification materials and a CDFW site visit on August 22, 2023. The project is limited to three (3) encroachments. Three encroachments are to upgrade existing culverts. Work for these encroachments will include excavation, removal of the existing culverts, replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. Culvert 2 and Culvert 3 shall be mitered to slope and embedded to allow for sediment passage and development of a natural stream bottom.

The McKewan stream crossings project meets the criteria for categorical exemption type Class 2; California Code of Regulations, title 14, section 15302 because the project consists of replacement or reconstruction of existing structures. The new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The McKewan stream crossings project also meets the criteria for categorical exemption type Class 4; California Code of Regulations, title 14, section 15304 because it consists of minor private alterations in the condition of land, water, and vegetation that do not involve removal of healthy, mature, scenic trees
