Document Description
Emergency road repairs needed as a result of 2022/2023 winter storm damage. Culvert became partially clogged with excess sediment and debris from heavy storm flows, and caused water to flow over the road and caused substantial damage to the down gradient, which impacted privately owned property. Repairs will include replacement or repair of culverts, if necessary, slope slide repair with benched and keyed imported material, and establishment of proper drainage and erosion control.

Reasons for Exemption
The project consists of emergency repairs to public facilities damaged by 2022/2023 winter storms subject to federal, state, and local emergency declarations. The current state of damage creates conditions for further erosion, damage to public facilities, unsafe conditions for residents, and obstacles for emergency services. The project is necessary to address unsafe conditions for residents and obstacles for emergency services, and to restore and maintain service essential to public health, safety, and welfare.
