Document Description
Emergency road repairs needed as a result of 2022/2023 winter storm damage. Two-lane bridge on Avenue 18 1/2 (Bridge 41C-089) spanning Eastside Bypass, bridge abutment protection washed out due to heavy storm flows, leaving the abutments suspended by the bridge in some locations and several piers have bent and sustained significant scour. Repairs will include slope reestablishment, repair of undermined abutments, and installation of riprap and erosion control.

Reasons for Exemption
The project consists of emergency repairs to public facilities damaged by 2022/2023 winter storms subject to federal, state, and local emergency declarations. The current state of damage creates conditions for further erosion, damage to public facilities, unsafe conditions for residents, and obstacles for emergency services. The project is necessary to address unsafe conditions for residents and obstacles for emergency services, and to restore and maintain service essential to public health, safety, and welfare.
