Document Description
To remove an existing permitted 16-inch diameter irrigation pipe, cut-off walls, waterside risers and surface pumping system; To remove two unauthorized irrigation pipelines (one 16-inch diameter and one 12-inch diameter); To install one 2-inch diameter electrical conduit and a new 12-inch diameter steel irrigation pipe up-and-over the right (east) bank levee of the San Joaquin River from existing slant pump to existing landside filter system; and install a new 10-inch diameter irrigation pipe through the levee from existing platform to existing distribution box that will be capped for future use. This permit is also a "name change" permit and includes conditions that are consistent with current flood control standards and policies of the Central Valley Flood Protection Board. This permit supplements and, where in conflict, supersedes the conditions in Permit No. 3739 issued to Mortensen & Barker on July 24, 1961.

Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 2, Replacement and Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, Section 15302), because the proposed activity involves the removal and replacement of existing pipelines and pump station with substantially the same purpose and capacity. The project is also exempt under the Class 3, New Construction or Conversion of Small Structures categorical exemption (CEQA California Code of Regulations, Title 14, Section 15303) because the proposed activity consists of installing an electrical conduit and a new 12-inch diameter pipe to an existing filter system. The project is also exempt under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301) because the proposed activity consists of the removal of two unauthorized irrigation pipelines. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2.
