Document Description
The Project will consist of a Conditional Use Permit which allows operation of a Type-2A Small Indoor Cultivation, Type-6 Non-Volatile Manufacturing, Type-9 Non Storefront Delivery, Type-11 Distribution Facility at 31 Richard Brann Road Rio Vista, CA 94571, Assessor Parcel Number 0178-230-100. As a former airport facility, the entire Business Park, including the project site, was disturbed, and graded some 70 years ago. Municipal water service is provided by the City of Rio Vista. According to the City, the Conditional Use Permit No. 2018-007; Site & Architectural Review No. 2018 008; and Development Agreement are Exempt pursuant to Section 15332 (Class – 32 Infill Development) of the California Environmental Quality Act Guidelines and does not have the potential for causing a significant effect on the environment.

Reasons for Exemption
The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations. The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses and has no value as habitat for endangered, rare or threatened species. Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality and the site can be adequately served by all required utilities and public services.
