Document Description
Santa Clarita Valley Water Agency (SCVWA) is proposing to conduct a pilot test, or demonstration test program, at Wells Saugus 3 and Saugus 4 facility in line with the Aquifer Storage and Recover (ASR) General Waste Discharge Requirements set forth by the State Water Resource Control Board (Water Quality 2012-0010). Both wells will be used to inject potable water into several aquifer units within the upper portion of the Saugus Formation, which lies beneath both well sites. This will allocate for future water use during dry years or a drought.

Reasons for Exemption
The project is exempt under CEQA Guidelines Section 15306 or basic data collection, research, experimental management, and resource evaluation activities that do not result in a serious or major disturbance to an environmental resource. The proposed project activities would occur within a previously disturbed site in a developed area of the Santa Clarita Valley and would not affect sensitive or protected natural resources. None of the exceptions stipulated in CEQA Guidelines Section 15300.0 would preclude the project from the use of an exemption. The project would obtain all necessary approvals from the RWQCB for water quality monitoring and reporting prior to implementation.
