Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-42792-R1C, pursuant to Section 1602 of the Fish and Game Code to Richard Caudle. The project is limited to one encroachment. The single proposed encroachment is to upgrade and replace an existing pond spillway culvert that is also a stream crossing for a driveway. Work for this encroachment will include excavation, removal of the existing culvert, replacement with a new culvert, backfilling and compaction of fill, and rock armoring to minimize erosion. Rock armoring will be placed at the inlet from the bottom of the culvert to the upper road edge. Rock armoring will also be placed at the outlet from the bottom of the culvert to one foot above the top of the culvert outlet. Additionally, rock armoring will be placed in an apron downstream of the existing 24” overflow culvert.

The Caudle Pond Spillway Stream Crossing Project meets the criteria for categorical exemption types Class 1 and Class 2, California Code of Regulations, title 14, sections 15301 and 15302 because the project involves replacement of an existing spillway for an existing on-stream pond that will not result in an expansion of use. The spillway will be located on the same site as the structure replaced. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
