Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code Division 10, Chapter 2, Section 26012, approved a cannabis cultivation small outdoor license. The project is the continuation of existing cultivation activities located at 3130 State Highway 3 (Trinity County APN 016-200-21-00) in Hayfork, CA. The cultivation area includes the addition of (200) 4' x 4' cultivation boxes with mature canopy of 7' x 7' (9,800 square feet) on previously disturbed ground, and two (2) existing 8' x 10' (160 square feet) hoop houses for immature canopy. Existing supporting structures include: 10' x 12' cannabis waste area for composting; a 275-gallon, a 300-gallon, and five (5) 2,500-gallon water storage tanks. Other Proposed development activities include: the addition of 8' x 12' shed with a 2' x 2' administrative holding area, 3' x 1 0' harvest storage area, and a 5' x 10' processing area; a 10' x 12' shed for agricultural chemical and pesticide storage; and a 1 0' x 12' shed for post-harvest storage. These activities will require approximately 29,198 square feet of grading near the legacy cultivation. Activities on-site include cultivation and processing. Water for the Project would be provided from an onsite well. An onsite septic system would serve the Project’s domestic wastewater needs. Power for the Project site is provided through an existing connection to Trinity Public Utility District’s grid, which also powers the pump through which water is pumped to the storage tanks from the onsite well. Access to the Project site would be via a driveway branching off State Highway 3. The Project site is zoned as Agricultural 10 Acre min (A10) and its Trinity County General Plan land use designation is Agricultural (A).

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
