Document Description
This project would construct a Class I, multi-use trail approximately 4,500 linear feet in
length from Santa Teresa Boulevard/Day Road to Kern Avenue along Lions Creek. The
project would improve an existing aggregate base access roadway and provide
recreational usage along the creek and pedestrian access between nearby
neighborhoods and Christopher High School. The scope of work would include:
• Asphalt concrete Class I trail (for bicycles and pedestrians)
• ADA-compliant curb cramp at all trail entrances
• Concrete retaining wall
This project is adjacent to the funded Lions Creek Trail West of Santa Teresa and Day
(800270) project. Additional grant funding is being pursued for the Lions Creek Trail.
Upon successful award, staff will evaluate both projects and apply the funds to section
that provides the most benefit to the community

Reasons for Exemption
In accordance with the California Environmental Quality Act Guidelines and Section 15301 (c) the California Code of Regulations, projects involving minor alteration of existing public or private facilities involving negligible or no expansion of existing or former use may be found to be exempt from the requirements of CEQA.
The proposed project consists of improvement of an existing unpaved access path with paved bicycle and pedestrian trail improvements consistent with the City of Gilroy
adopted Trail Master Plan. Further, the categorical exemption is not barred by one of
the exceptions set forth in Article 19, Section 15300.2 of the CEQA Guidelines. Therefore, staff has determined that there is no substantial evidence that the project
may have a significant effect on the environment.
