Document Description
The California Department of Fish and Wildlife has executed Lake or Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-16690-R1C, pursuant to Section 1602 of the Fish and Game Code to Elias Tannous. The project is limited to one encroachment. The one proposed encroachment is to remove two existing 42-inch side-by-side stream crossing culverts and to install a single new stream crossing culvert in a nearby downstream location. The new culvert will be an elliptical pipe that is 85 feet long, 46 inches tall, and 60 inches wide. Work for this encroachment will include excavation, removal of the existing culvert, stabilizing the slopes at the old crossing and applying erosion controls, placement of the new properly sized culverts in the new location downstream, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.

Tannous Stream Crossing Project meets the criteria for categorical exemption type Class 4, California Code of Regulations, title 14, section 15304 because the project involves installation and use of a stream crossing culvert in close proximity to an existing crossing that will be removed. In-water operations are not permitted. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
