Document Description
: The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MEN-39109-R1C, pursuant to Section 1602 of the Fish and Game Code to Craig Geldard, representing Pacific Gas and Electric Company. The project is limited to three (3) encroachments. Two (2) proposed encroachments are to install new culverts at stream crossings. Both Crossing 1 (C-1) and Crossing 2 (C-2) will be installed with a mitered inlet. Crossing 1 will be installed with a critical dip on the western side of the crossing. Work for these encroachments will include excavation, placement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One (1) encroachment (R-1) is to install a new rock armored ford crossing over two stream channels. The confluence of the two channels is directly downhill of the road. Work for this encroachment will include excavation, placement of rock armoring within the ford, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion.

The PG&E Bell Springs Road Water Crossing Improvements Project meets the criteria for categorical exemption type Class 4, California Code of Regulations, title 14, section 15304 because the project involves installation of stream crossings at existing crossing locations. In-water operations are not permitted. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
