Document Description
The Westlands Water District GSA LandFlex Program (Project) includes activities associated with the Westlands Water District GSA application of LandFlex in the Westside Subbasin. The Westlands Water District GSA will administer the LandFlex program, with the guidance of the California Department of Water Resources and the technical assistance providers (TAPs), by reviewing grower applications and entering into agreement with growers. The Westlands Water District GSA will assist growers with LandFlex program requirements including fallowing enrolled lands for a minimum period of one (1) year and will ensure transition of enrolled lands to sustainable yield allocations, with no transitional allocation to the enrolled lands in perpetuity. The Westlands Water District GSA will also perform outreach and engagement with growers in coordination with the TAPs.

Reasons for Exemption
This Project is categorically exempt from the CEQA, as provided in Title 14, Sections 15300 through 15333, with reference to Sections 15301, 15304(e), 15307, and 15308 because the Project uses existing facilities, provides immediate relief to drinking water wells in drought-stricken communities and limits unsustainable groundwater pumping in a critically over drafted basin. This will result in increased groundwater supplies in the Westside Subbasin.
