Document Description
The project Applicant will obtain a water well permit (#22-089W) with Yolo County Environmental Health (YCEH) to drill a new 400-foot (16” casing diameter) agricultural well to replace an existing agricultural well onsite that is no longer operational. The existing well will be abandoned under a water well abandonment permit (#23-001W) through YCEH. The Yolo Subbasin Groundwater Agency (YSGA) reviewed both permits, per Governor Newsom’s recent drought Executive Order (E.O. N-7-22), and provided written verification for the approval and issuance of Permit #22-089W on June 17, 2022. The proposed replacement well has no planned increase in pumping capacity from the original specifications of the existing well; therefore, the proposed well is consistent with the adopted Yolo Subbasin Groundwater Sustainability Plan and will not decrease the likelihood of achieving the sustainability goals for the Subbasin.

Reasons for Exemption
The Project involves the installation of a new agricultural well approximately 3,500 feet southwest from the location of the abandoned well being replaced. The proposed action of installing a new well system is exempt from California Environmental Quality Act (CEQA) pursuant to Section 15302 (Class 2) of CEQA and CEQA Guidelines.
The Project meets the requirements of the Class 2 exemption for “replacement” of existing structures and facilities because the installation of a new well be located on the same site as the abandoned well and will have substantially the same purpose and capacity as the structure replaced. Additionally, the Project will involve negligible or no expansion of capacity, as stated by the letter dated June 17, 2022, from the Yolo Subbasin Groundwater Agency.
