Document Description
To authorize an existing 18-inch steel irrigation pipe through the levee, a pump on platform and catwalk on waterside bank, a positive closure device at waterside hinge, and an air release valve on landside hinge. The 18-inch pipe is identified in U.S. Army Corps of Engineers (USACE) Operations and Maintenance Manual Unit No. 3, North Levee of Stanislaus River and East Levee of San Joaquin River, Page 6; and USACE As-Builts Drawing No. 07-04-1685, Sheet No. 14 (station 503+56.76). This pipe was recently replaced under maintenance authorization WC2023023.

The Board has determined that the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (CEQA California Code of Regulations, Title 14, Section 15301), because the activity consists of permitting an existing 18-inch steel irrigation pipe through the levee, pump on platform and catwalk on waterside bank, air release valve, and butterfly valve in a 36-inch corrugated metal riser at waterside hinge. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in CEQA Code of Regulations, Title 14, Section 15300.2 apply. The Central Valley Flood Protection Board's (Board’s) administrative record related to the encroachment permit is available for public review at the Board's office.
