Reasons for Exemption
The City of San Diego conducted an environmental review and determined
that the project would qualify to be categorically exempt from CEQA pursuant to Section 15302 (Replacement or Reconstruction). Section 15302 allows for the replacement or reconstruction of existing facilities involving negligible or no expansion of capacity. Since the project would be replacing existing equipment with new equipment at an existing WCF, the exemption was deemed appropriate. The project is located on a developed site and no environmental impacts would occur. Furthermore, none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
