Reasons for Exemption
The components of the scope of work on the Barrel Springs Trail Improvement Project are considered Categorically Exempt from environmental proceedings pursuant to Section 15301, Class 1(c), Existing Facilities, of the California Environmental Quality Act (CEQA) Guidelines, which permits maintenance of existing public facilities (Item (c) specifically identifies pedestrian trails), involving negligible or no expansion of existing or former use. There is no component of this proposed project that will expand the length or area of the existing trail or parking lot footprint. Any minor grading or soil stabilization done on this project will be performed within areas previously cleared of vegetation, such as the trail and parking lot areas, which have been damaged by regular weather erosion and require this restorative treatment. Additionally, the project is exempt pursuant to Section 15301, Class 1(h), which permits maintenance of existing landscaping and native growth. Existing trail and parking lot areas may require clearance of minor nuisance vegetation growth, however no pesticides will be used or applied in conjunction with this project work.
