Document Description
Hopland Research and Extension Center proposes to repair gravel roads damaged by the winter storms of 2022/23. There are approximately 10 road segments needing repair. The roads provide access to various research sites on the property. The repairs will resurface the damaged segments by providing the required quantities of gravel with specific compaction rates with the final condition being identical to the existing roads. One road section (“segment 9”) will need to fill in a large collapsed road section by digging approximately 6 to 8 feet into an existing road bank for about 100’ to recreate the road. The dirt excavated from this slope will be compacted into the collapsed area to form the roadbed. There will be no increase in traffic or road use from these repairs and all repairs will occur within the existing roadway. Hopland REC is not within a campus LRDP.

This project will repair existing roads with no expansion of existing use. This project qualifies as categorically exempt under Exemption Class 1 of the Guidelines for the Implementation to the California Environmental Quality Act (CEQA). This exemption applies to the operation, repair, maintenance or minor alteration of existing public or private structures, facilities or mechanical equipment, involving negligible or no expansion of the existing use. In addition, none of the exceptions for application of a categorical exemption apply to this project.
