The Division has permitted a water right authorizing diversion of up to 50 acre-feet per year to storage at two existing onstream reservoirs (POD 1/Vista Pond, POD 2/Fish Pond). The season of diversion is from January 1 through March 31 of each year. Diverted water must be used for irrigation for both cultivation and restoration, stockwatering, recreational, fish and wildlife preservation and enhancement, restoration, fire protection, and dust control. The reasons for exemption are existing facilities (Section 15301) and minor alterations to land (Section 15304).

All project facilities and operations were existing as of the date of application, which is the date that the State Water Board began its environmental review (CEQA Baseline).
